The Division of Eligibility Systems (DES) supports IT services and solutions for the Cabinet's Integrated Eligibility and Enrollment Solution (IEES) including associated employment and training (E&T) programs, Department for Community Based Services (DCBS) related to the Kentucky Integrated Child Care System (KICCS), and various additional mainframe systems.
The Division of Application Development and Support (DADS) supports IT development and testing services for multiple agencies within the Cabinet. Solutions include the Medicaid Partner Portal Application (MPPA), Critical Incident Reporting Systems (CIRS) and testing services for other solutions.
The Division of Social Services Systems (DSSS) supports IT services and solutions for the Office of Inspector General (OIG), DCBS Child Welfare, and Department for Behavioral Health, Developmental and Intellectual Disabilities (DBHDID).
The Division of Health Services Systems (DHSS)
The Division of Health Services Systems (DHSS) partners with the Kentucky Department for Public Health (KDPH) to provide technical expertise and support through the development, implementation, and maintenance of multiple IT applications and systems. DHSS also offers assistance and guidance for a variety of projects and initiatives. These applications and systems are integral to KDPH’s ability to effectively operate nearly 150 state public health programs and activities focused on improving the health and safety of Kentuckians.
Through its IT solutions and technical expertise, DHSS supports numerous KDPH programs and services, including but not limited to Women, Infants, and Children (WIC); Maternal and Child Health; Public Health Protection and Safety; the Office of Vital Statistics; Contact Tracing; HIV and Disease Surveillance; Laboratory Services; and the Immunization Registry.
In addition, DHSS partners with the Office of Inspector General (OIG), Division of Health Information (DHI), to provide technical expertise and support for the Kentucky Health Information Exchange (KHIE) system. KHIE is a secure network that enables participants to access, locate, and securely share patient health information with other healthcare providers at the point of care. It also serves as a data intermediary for healthcare providers seeking to electronically submit immunization data, syndromic surveillance data, cancer case reports, and communicable disease reports.
The Security and Compliance Team provide extensive services designed to ensure the confidentiality, integrity and availability of the data entrusted to and utilized by the Commonwealth. Services include vulnerability scanning, penetration testing, threat hunting, incident response, security architecture, security policy development and review, audit support services, preparation and evaluation of compliance documentation, support Commonwealth and federal control reporting requirements, monitor security policy compliance and oversight of HIPAA Risk Assessment Program.
The Project Management Office (PMO) Team provides centralized supportive services to IT project managers across OATS.
The OATS Financial Group (OFG) provides centralized support and services for technology-funded projects, offering standardized administrative guidance across OATS. The team supports IT budget development and expense tracking, oversees CHFS System Development Services (SDS) contract compliance, coordinates the monthly SDS payment process, and provides support for COT billing reviews. When federal regulations require an Advance Planning Document (APD), OFG coordinates, prepares, submits, and monitors various APD and related pre-approval procurement activities.
The Division of Strategic Services (DSS) serves as the liaison between CHFS and COT and external vendors contracted for overseeing IT service levels as they relate to external IT services, coordinating disaster recovery exercises, storing and consolidating data from participating CHFS sources systems, providing senior-level technical support for enterprise tools and assisting CHFS system users with various application technical issues.
