The Division of Fiscal Management oversees the Department for Medicaid Services' multibillion annual budget.
The division builds the biennial budget, processes account payables, oversees the Disproportionate Share Hospital (DSH) and Electronic Health Record (EHR) incentive programs, requests federal funds, and provides information for federal reporting. The division also processes all accounts receivable, including the drug rebate program. The division works with various investigative agencies assuring payment suspensions are in place during investigations and collects cost reports from various provider types and cost settlements. With the help from the Centers for Medicare and Medicaid Services and Kentucky Medicaid's Rate Setting Contractor, the division calculates the fee schedules and rates for more than 70,000 enrolled providers.
Division of Fiscal Management Branch Information
- Financial Management Branch: Oversees the Medicaid budget as well as the DSH, EHR, and Drug Rebate programs and processes all accounts receivable.
- Rate Setting Branch: Develops rates for various provider reimbursement
- Administrative & Contract Branch: Oversees contracts, pays invoices, and handles open records requests
- Advance Planning Document Branch : Develops and submits Advance Planning Documents required to secure enhanced Federal Financial Participation for Medicaid-related IT projects
