Who We Are

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​DCBS services are administered through nine service regions and offices serving all 120 Kentucky counties. In addition, DCBS uses a network of contract officials to deliver services, such as child care. Service is enhanced through a close relationship and coordination with community partners.

The department provides family support; child care; child and adult protection; eligibility determinations for Medicaid and food benefits; and administration of an energy cost-assistance program.

The department administers the state foster care and adoption systems and recruits and trains parents to care for the state's children who are waiting for a permanent home.

With offices in every county, the department provides services and programs to enhance the self-sufficiency of families; improve safety and permanency for children and vulnerable adults; and engage families and community partners in a collaborative decision-making process.

The department was formed in the Cabinet for Families and Children in 1998 to give local offices more decision-making authority and the ability to collaborate more effectively with other community service providers.

Sept. 21, 2022

The Department for Community Based Services filed proposed administrative regulation 922 KAR 2:165 with the Legislative Research Commission Sept. 21, 2022. The regulation will be published on the LRC website.

922 KAR 2:165 - Employee Child Care Assistance Partnership. This administrative regulation creates the Employee Child Care Assistance Partnership program and the processes, requirements and eligibility for the program. The program was adopted and funded in the 2022 regular legislative session.

The program helps families by providing incentives to employers to contribute to employee child care costs. The state will match employer-paid child care costs for their employees to the extent funding is available per KRS 199.881 - .888. Applications for employer participation will be accepted no sooner than April 2, 2023.

Sept. 12, 2022

The Department for Community Based Services filed proposed administrative regulation amendments with the Legislative Research Commission Sept. 12, 2022. The amendments were set to expire Nov. 18, 2022 if not updated per KRS 13A.3102 and 3104. The amendments may be viewed on the LRC website.

These amendments update Kentucky Works Program definitions and terms, program names and assistance rates for transportation and education benefits; include online application options; and clarify participation instructions. These amendments also include provisions required by HB 7 adopted in the 2022 regular legislative session.

Aug. 4, 2022

The Department for Community Based Services filed proposed administrative regulation amendments with the Legislative Research Commission on Aug. 4, 2022 which are set to expire Nov. 18, 2022 if not updated or certified up-to-date pursuant to KRS 13A.3102 and 3104. These amendments to KTAP and related programs update definitions, program names, resource limits, payment maximums, maximum gross income limits and standards of need; eliminate required school attendance verification for children younger than 18; remove deprivation requirements to expand eligibility to more two-parent families; add cost-of-living adjustment; exclude 529 and ABLE savings accounts from resources considered at eligibility; provide monetary assistance for work-related and relocation expenses; provide greater assistance to individuals in domestic violence situations or facing homelessness; and clarify form instructions.

The Department for Community Based Services filed with LRC June 14, 2022 a proposed amendment to 922 KAR 1:300 affecting private child-caring facility standards of care. The ordinary proposed administrative regulation will go through the full regulatory process before becoming effective.

922 KAR 1:300. Standards for child-caring facilities adds documentation and training requirements for child-caring facilities that accept placement of children with medical complexities who are in the custody of the Cabinet. These requirements ensure effective care communication between the Cabinet and facility, includes reference to proposed administrative regulation 922 KAR 1:290 related to statutory agency staff background checks and makes updates related to 922 KAR 1:340 and the age of youth participating in independent living services.

April 26, 2022

922 KAR 1:290. Background checks for private child-caring or child-placing staff members. The administrative regulation establishes requirements for fingerprint-based state and national criminal background checks for prospective and current private child-caring and child-placing staff, includes reporting requirements and appeals process, incorporates required forms and aligns with federal law and state legislation.

Written public comments may be submitted to Office of Regulatory Affairs through July 31, 2022. Upon request to Office of Regulatory Affairs by July 18, 2022, a public hearing will be held July 25, 2022, at 9 a.m. via Zoom.
