The Environmental Management Branch works to prevent disease and eliminate unsanitary conditions and safety hazards in public facilities and the private environments.

The Environmental Management Branch focuses on legal and regulatory standards compliance through surveillance of environmental factors and evaluation of branch programs and staff. Day-to-day activities are carried out by local county health departments with the support from the branch.

Facilities Management

Facilities are regulated through annual operating permits and routine inspections to enure compliance with laws and regulations. Regulated facilities include hotels/motels, public restrooms, schools, state confinement facilities, public swimming and bathing facilities, mobile home/recreationalvVehicle parks and youth camps.

Other environmental management programs regulated by the branch include: onsite wastewater treatment and sisposal systems with subsurface discharges (septic systems), septic tank cleaners, certified inspectors of wastewater systems, certified installers of wastewater systems, private aater supplies, vectors and bird roosts and nuisance control.

The Onsite Wastewater Program is administered through local health departments and begins with the use of onsite evaluations to determine if site and soil conditions are suitable for onsite wastewater systems. Certified inspectors perform site evaluations and inspections in Kentucky and certified installers must install systems unless a homeowner wishes to install their his or her own system and obtains a homeowner’s permit.

The branch performs the following functions:

  • Establishes sanitary standards of operation;
  • Issues permits to operate public facilities and to construct on-site sewage disposal systems and septage treatment sites;
  • Trains and certifies on-site sewage disposal system inspectors;
  • Certifies training and service providers regarding lead abatement and onsite system installers;
  • Conducts review and approval of construction plans for onsite sewage components and public swimming and bathing facilities;
  • Conducts product safety programs on consumer products, conducts and coordinates radon mitigation training and public education programs; and
  • Evaluates local health department programs.

Resources are used primarily to provide training and technical assistance to local health departments. 

Operation and Maintenance of Onsite Sewage Systems  - (Word Format)  The enclosed model may be adopted as written or modified to meet your particular needs of local health separtments. However, if the model is modified, submit the modified version for review by the Kentucky Department for Public Health Environmental Managementbranch before submitting it to your local board of health.
