On Nov. 8, 2007, the full Interagency Coordinating Council reviewed the First Steps Provider Code of Ethical Conduct and recommended its implementation. Current, central office is posting the final code for public notice and the code is scheduled to take effect July 1, 2008.
Once the code is in effect, program evaluators will apply it when investigating complaints regarding unethical or inappropriate behavior.
The Cabinet for Health and Family Services may terminate any provider agreement immediately in the event of egregious and/or persistent code violations. For this reason, it is important that all First Steps providers review the code and ensure that their practices reflect the ethical standards outlined.

Provider information for child evaluators including both primary- and intensive-level evaluators
Child evaluators are required to attend two mandatory meetings a year. Conferences are planned to support providers involved in evaluating infants and toddlers for First Steps eligibility. These mandatory meetings contribute to the development of a quality, consistent evaluation process;help providers develop new skills and abilities; and support consistent implementation of regulation and policy.
