The Kentucky Department for Public Health HIV/AIDS Branch will promote the prevention of HIV transmission and associated morbidity and mortality by:
- Ensuring that HIV/AIDS surveillance is a quality, secure system;
- Ensuring that all people at risk for HIV infection know their sero-status;
- Ensuring that those who are not infected with HIV remain uninfected;
- Ensuring that those infected with HIV do not transmit HIV to others;
- Ensuring that those infected with HIV have access to the most effective therapies possible;
- Ensuring a quality professional education program that includes the most current HIV/AIDS information.

This program documents and maintains the HIV/AIDS case reports data. HIV and AIDS case reporting is mandated by Kentucky Communicable Disease Reporting Regulations (902 KAR 2:020, Section 7).
Here you will find out how to report a case, how to ascertain a client's risk factor and the latest HIV/AIDS Statistics.
This program is responsible for coordinating the planning, implementation and evaluation of prevention activities targeting men who have sex with men, minorities at risk (African Americans and Hispanics), injecting drug users, women at risk, youth at risk, sex-trade workers and the incarcerated. Prevention activities are conducted through contracts with community-based organizations and targeted health departments in the various regions of the state. These organizations and health departments provide outreach workers trained in behavioral science models for risk and harm reduction and prevention case management.
Counseling, Testing, Referral and Partner Notification Program
This program is responsible for the development and monitoring of all counseling and testing sites across the state. All county health departments and many other professional agencies offer free anonymous or confidential HIV tests. Click here to find a test site near you (opens a new browser window).
The Kentucky HIV/AIDS Services Program is funded through the Ryan White HIV/AIDS Treatment Modernization Act of 2006. The Ryan White Part B Program was created to address health care and service needs of people living with HIV/AIDS. The Care Coordinator Program helps provide appropriate quality care and services in a timely manner to people living with HIV/AIDS. The goal of the program is to help program participants become self-sufficient.
This program is responsible for reviewing and approving/rejecting continuing education courses and college curricula proposed for CEU credits under curricula specified in KRS 214.610, KRS 214.615, and KRS 214.620. Approved course lists, provider packets and other information is available here.

The Kentucky HIV/AIDS Planning and Advisory Council (KHPAC) is responsible for planning priority interventions for target populations across the state, advising the Cabinet for Health and Family Services regarding HIV/AIDS activity in the commonwealth and providing guidance to the Title II Services Program. Much effort is made to assure the membership of KHPAC reflects the epidemic in our state with representation from all targeted populations.
