Division of Family Support
The Division of Family Support (DFS) is responsible for administering several programs including electronic benefit transfer (EBT) cards/food stamps, Low Income Home Energy Assistance Program (LIHEAP), Kentucky Transitional Assistance Program Aid (K-TAP) and Medicaid programs.
The division also manages the Community Services Block Grant (CSBG) and Nutrition Education along with complaint resolution and policy development for all division program areas.
DFS consists of four branches:
The division also has sections that deal with welfare administration claims, adult guardianship cases and the Weatherization Assistance Program.
Applications for these programs are taken in each of the 120 counties' Department for Community Based Services offices.

The Family Self-Sufficiency Branch (FSSB) |

The Family Self-Sufficiency Branch (FSSB) consists of the K-Tap Policy Section and the Technical Support Section.
K-TAP Policy Section
- Develops procedural instructions and forms for K-TAP, Kentucky Works Program (KWP), Family Alternative Diversion, (FAD), Work Incentives (WIN)
- Oversees Relocation Assistance and the Kinship Care Program
- Reviews state and federal regulations regarding K-TAP
- Serves as a clearinghouse for policy clarifications
- Provides technical assistance as requested by DCBS field staff
Technical Support Section
- Edits and types forms, documents and manual material for all programs
- Electronically distributes procedural manuals and policy material to DCBS field staff
- Maintains online manuals for the division at: DCBS Policy Manual Online
- FSSB Technical Support Section
FSSB is responsible for developing procedural instructions and forms for the Kentucky Transitional Assistance Program and Kentucky Works Program. The branch provides technical assistance to Department for Community Based Services field staff and provides program and service information to the general public, other agencies and community organizations.

Medical Support and Benefits Branch (MSBB) |

The Medical Support and Benefit Branch (MSBB) consists of the Medicaid Policy Section, the Case Processing Section and the Medicaid Technical Support Section.
Medicaid Policy Section
- Develops procedural instructions for the Medicaid Program
- Reviews state and federal regulations regarding Medicaid
- Serves as a clearinghouse for policy clarifications
- Provides technical assistance as requested by DCBS field staff
Case Processing Section
- Maintains working caseload of adult guardianship cases
- Determines retro medical assistance for SSI recipients
- Issues emergency medical cards for SSI recipients
- Distributes material and correspondence to DCBS field staff
Technical Section
- Issues replacement medical cards
- Issues letters confirming Medicaid eligibility
- Makes KenPAC provider changes for KenPAC physicians
MSBB is responsible for developing procedural instructions and forms for the Medicaid Program. MSBB also provides technical assistance to DCBS field staff and provides information concerning the Medicaid Program and Non-Emergency Medical Transportation (NEMT) for Medicaid recipients, other agencies, the general public and community organizations.

Nutrition Assistance and Accountability Branch (NAAB) |

The Nutrition Assistance and Accountability Branch (NAAB) consists of the Food Stamp/EBT Policy Section, the Claims Section and the Technical Support Section.
Food Stamp Policy Section
- Develops procedural instructions for the Food Stamp Program.
- Reviews State and Federal regulations regarding the Food Stamp Program.
- Serves as clearinghouse for policy clarification.
- Provides technical assistance as requested by DCBS field staff.

Claims Section
- Tracks and monitors claims activities for Food Stamps, K-TAP and Medicaid programs
- Responds to program abuse reports
- Responsible for Kentucky Claims Automation (KCA) system, including the Help Desk, modifications and maintenance
- Responsible for the Kentucky Claims (KCL) system
- Authorizes EBT benefits for fraud investigations and federal agencies.
Technical Support Section
- Serves as liaison between Delux and field staff when problems arise with receipt of EBT cards
- Assists DCBS field staff and EBT customers with questions concerning individual accounts
- Reconciles EBT benefits
The Weatherization Assistance Program
- Helps low-income families use energy more efficiently
- Improves household safety
- Helps maintain continuous energy savings

NAAB provides technical assistance to the Department for Community Based Services (DCBS) field staff in regard to electronic benefit transfer (EBT) problems, claims, food and nutrition outreach and education. NAAB administers the Weatherization Assistance Program (WAP). NAAB is responsible for developing procedural instructions and forms for the Food Stamp Program. NAAB provides technical assistance to DCBS staff for these programs and provides information to the general public, other agencies and community organizations.

Policy Develoment and Oversight Branch |

The Policy Development and Oversight Branch centralizes the policy development and policy oversight functions for Family Support programs including:
- Temporary Assistance for Needy Families (TANF)
- Food Stamps
- Low Income Energy Assistance Program (LIHEAP)
- Weatherization
- Community Services Block Grant (CSBG)
- State Supplementation
Additionally, the branch administers the division's contracts funded through these programs and the programs' federal and state funding streams.
